There are several alternatives vector editors listed at alternativesto.net. Dia is a powerful diagram editor with limited control of graphics.
Inkscape is not a CAD drafting tool, it's a drawing tool. You can read about why that is in the CAD Interoperability page of the Inkscape wiki.
